Unfortunately this is not possible, since the encoding is happening as soon as a video is uploaded.

The costs occur on our side as soon as you upload a video, and we prepare it in multiple resolutions. Deleting old videos will not refill your encoding quota since the costs already occurred.

Deleting videos will however free up your total video storage quota.
